The target component only contains the sources of packages, that
actually land on the target filesystem. For the default mode this is
pretty much the same as the union of the main and added packages.

But for <diet> and <tighten>, lots of packages do not make it onto the
target.

The added component exists because the initial debootstrap only takes
a single mirror.

When in the second package installation phase security packages are
installed, newer packages are installed into the system.

These are the "added" group.
