It is not practical to implement this suggestion in elbe. The reason is
because the apt-repository in the target root is probably cleared
sometime during the finetuning phase (as suggested from the elbe
documentation).

Perhaps a good solution would be to introduce a new finetuning command
<apt-get mode="install"> that will automatically install a package to
both host image and target root.
