While trying to handle a custom repository a ELBE validation error
occur:
Repository http://pkg.jenkins-ci.org/debian/dist/binary/ can not be validated

Handle slashes in Debian repository description to get the correct URI-Prefix
http://pkg.jenkins-ci.org/debian/binary/
