[elbe-devel] Shutdown initvm not possible after upgrade

% elbe control shutdown_initvm
elbe v1.9.15 is used in initvm, this is not compatible with elbe v1.9.19
that is used on this machine. Please install same versions of elbe in
initvm and on your machine.

To upgrade I should be able to shutdown the old initvm...

So it probably makes sense to remove the version check for certain
commands.
