This patchqueue is not the right track.
Its not possible to use virtapt and create an rpc apt cache afterwards.
There are a few fixes that make sense for "elbe initvm create"
lets take them. But for the binary packages downloading, we probably
want an empty rpcaptcache, with which we can start.
