[elbe-devel] Repo/key issue

I've setup a new Debian repo on a local machine. It is working when I
use it from an embedded system (Debian 9): both importing the key and
installing packages. But ELBE exits with following error:

Keys imported
Build failed !!!

Failed to build the Apt Cache.
Not all Mirror Index Files could be downloaded.
Probable cause might be:
- Problems with Internet Connection
- Broken mirrors

Message from apt:
Error Updating rpcaptcache: E:Problem parsing dependency Depends,
E:Error occurred while processing kernel (NewVersion2), E:Problem with
MergeList /var/lib/apt/lists/192.168.1.123:8888_dists_stretch_main_binary-armhf_Packages,
E:The package lists or status file could not be parsed or opened.

Any idea what's wrong and how to debug this?
