This patch ports the initvm from Stretch to Buster.

* Succesfull builts

  - x86_64-docker.xml
  - x86_64-pc-rescue-busybox-dyn-cpio.xml
  - x86_64-pc-hdimg-with-updated.xml
  - x86_64-pc-hdimg-pbuilder-grub-buster.xml (pbuilder command)

* Known Bugs

  As mentioned in the first commit, lighttpd is broken.  Renaming
  "/usr/share/lighttpd/create-mime.conf.pl" to
  "/usr/share/lighttpd/create-mime.assign.pl" and restarting the
  daemon should fix this until lighttpd is ready for elbe-common
  buster.
