I agree with Bene's suggestion for patch "rpcaptcache: fix norecommend
being inverted" to change the schema to rename "norecommend" to
"install-recommends" (or something similar). Please make this change. If
we are going to break previous XML files, then let's break them in a way
that the user is forced to acknowledge and fix them.
