[elbe-devel] Add qmake to the toolchain.

Hello,

I am adding qmake to the toolchain.

Currently, I have it functional with these steps:
- Add qtbase5-dev to pkg-list
- Add qmake-bin and qtbase5-dev-tools to hostsdk-pkg-list
- Use a homemade script (inspire by Yocto) to update Qt conf and add a 
Qmake environment to host part of the toolchain.

I could share my bash script if someone needs it.

As Elbe does not have code for a specific package, I am wondering what 
should be the best way of doing it to push it mainstream.
