[elbe-devel] [PATCH] initvm: Install reprepro from bullseye-backports

Ubuntu jammy's repository comes with zstd compressed packages. They are
handled via reprepro on cdrom creation. The bullseye version of
debootstrap does not support such packages, so install the later backports
version of it.
