[elbe-users] busybox and dash not installed

I have a project that tries to build an ubifs with debian buster.
Elbe is 12.2+deb9+build811 (still debian stretch).
This is a different project from my last message.

The build does not install busybox and dash. This (of course) later
makes a lot of finetuning rules fail. I have no indication why dash and
busybox are not installed, any hint how to debug this? Both are
mentioned in the target pkglist:

  <target>
  ...
     <pkg-list>
        <pkg>busybox</pkg>
        ...
        <pkg>dash</pkg>

The build uses <diet> and removes a lot of stuff in finetuning.
It used to work with an older version of elbe and debian stretch, I've
not yet tried to build for debian stretch with 12.2+deb9+build811 yet.
