[Remail] remail: v0.4

I'm pleased to announce v0.4 of remail with the following updates:

    - Pipe script support so it is usable in delivery agents. Lightly
      tested against an archive. The exception handling has possibly still
      a few rough edges.

    - Allow overriding the GPG binary (default 'gpg') in the configuration
