currently we have no special user ML. It is absolutely ok to use this ML for this kind of questions.

elbe 1.x uses wheezy for the initvm. elbe 1.9.x jessie.
You can create jessie based targets with both elbe versions.
If you need to build stretch or sid targets, you need elbe 1.9.x
and you need to configure the initvm to use debootstrap from jessie-backports.

that's a correct behaviour.

btw. we saw this also with httpredir as installation mirror for the initvm.
