perhaps I am in "not supported" land here, but I am using a
debian/strech as buildhost (installed elbe-buildenv & co there).
stretch's python-apt (I think it was python-apt) bails out with an
error if apt-listchanges can not be executed, that was still a warning
in stretch ... for that reason elbe's cache.update() fails.
