[elbe-devel] 1.9.24/devel-2.0 apt-listchanges missing in armhf bootstrap

There is an stretch armhf example: examples/armhf-ti-beaglebone-black.xml
This runs in the is_cross path and can be build with the current elbe-testing
v1.9.25

I tested a patch that also removes the apt-listchanges from the normal code
path and it also works.

So i think, it is no longer needed.
