I am certain it is an error. A debian primary mirror have to have a
debian mirror layout structure. Package sources are part of that
structure. And as it called, it's the *primary* debian mirror.

On the other hand there is no need for a package to be available on the
debian primary mirror. So the mirror might be empty.
