"elbe initvm --devel create" is broken, but I used 12.4 to create an
initvm and then replaced the elbepack directory with your suggested
version.
With this prepared version I was able to run:
elbe initvm submit --skip-build-bin --skip-build-sources --build-sdk x86.xml
I installed the SDK and it successfully built my test application.
So now I am looking forward to 12.5. :-)
