Look at the "Downloads" page at https://elbe-rfs.org/download/ and follow the instructions for "Debian stretch".
You probably need the current version, i.e. 2.2, distributed via apt - use the following sources.list entry:

"deb http://debian.linutronix.de/elbe stretch main"

Don't forget to add the elbe-repo.pub key to your apt keyring before running apt.
