Not sure if such mechanism exist, but if you are looking for a Debian based Dekstop OS to make such changes for your needs, then you can try
https://github.com/Afra-Felix/Felix2Go

It is a fully automated Debian Linux Installer, with preconfigured packages. You can copy your scripts in to it using self extracting tar balls. 
It is designed to run on a Virtual machine but should work for direct installation as well and the existing configuration files allows you to share your home directory via SAMBA and NFS (for target)
You can extend your own needs from here https://github.com/Afra-Felix/Felix2Go/tree/master/apps

Once you create the iso using Felix2go you can share it across the team to get a uniform development environment that too auto installed.
